I agree. But at the moment, how do users who cannot use a mouse add
other items to the toolbar? My thinking is that when a good system is
worked out to handle this problem we can apply it to bookmarks. For
example, we need more than just "Add to toolbar". We also need "move
left", "move right", "move up", and "move down" to be able to position
it. 

Of course, if there is already a complete system worked out and I just
killed it I will eat my words and reinstate the code. :) It isn't that
hard to put it back in.
