There are some lockdown gconf settings in /apps/epiphany/lockdown. If
that's not enough, there are additional lockdown settings in the
upcoming GNOME 2.8 release; if you're stuck on Epiphany 1.2.x, the
patches for those are in bug

tweaking to apply to 1.2.x).
