[Usability] Hard UI Freeze + String Freeze on August 4th

As per the GNOME 2.3 schedule,

there will be a Hard UI Freeze and String Freeze on August 4th.

Among other things, this means that we have 9 more days to make UI Review
changes such as HIG-compliance work:
http://www.gnome.org/start/2.3/ui-review/index.html

Lots of great last-minute UI Review work is being done now, but there's
still a chance to make yet more difference.
