Yes, no need to do a release just for changing version :)

For GNOME 2.12 RC, you should use 2.11.92 version.

Then, for 2.12 final, you should use 2.12.0 (and 2.12.0.1 if you need to
do releases after 2.12 is out but before 2.12.1 is out).
