The part of the arping code which we need is probably small enough to
be included in networkmanager.

I wouldn't worry about this too much. A ping from a local router comes
back fast, so I would initially implement this by just trying all
static IPs in turn. For those people who need this option, waiting a
few seconds for the network to come up is far better than having to
deal with a home-made solution.

Yes, only for wired networks.
