NM and VPNC

Hi,

I played a bit with the latest NM and VPNC, and I was pleased to be able
to connect to my cisco router.

But I have one comment: When there is no connection (not any wireless or
wired one), the defined vpn connections should be grayed out, as is not
possible to use vpn if we don't have net access in the first place.
