Yes. This was a deliberate change made by the developers. The were two
reasons. First we want to keep the context menu to a sane size so you
can find the important items in it. Secondly the scripts menu is quite
power-user oriented, so having it there all the time when its not used
can be confusing.
It does hide scripts a bit though, and we should probably make sure they
are adequately documented so that people will be able to find it.
