[HIG] Settings menu

Perhaps it should be explicitly mentioned that a Settings menu is out?
That was surely our intent, but I've seen at least two posts on usabilty@
basically denying it.

OTOH, maybe it should be explicitly allowed? I don't think so. I believe
apps can be made without such a menu and without even Edit->Preferences.
It's just a matter of having an integrated environment with a language
and making the same effort with user interface design that one should
make with library interface design.
