use "find $PREFIX -name "*cairo.pc" to locate the cairo.pc file, where
$PREFIX is the --prefix= you sent to the ./configure script for cairo. 

then re-run pango's configure-script:
PKG_CONFIG_PATH=/new/found/cairo.pc/path ./configure
