1.3 will be renamed 2.0 when it's stable; there is no 2.0 yet. The 2.0
docs apply to 1.3 and will also apply to 2.0. However, 1.3 isn't ready
for production use yet.

GTK 1.3/2.0 works entirely in UTF-8.
