AIX build problem with Gtk+ v1.1.13

Dear All,

I've just downloaded glib and gtk+ versions 1.1.13 and I've built
glib, but gtk+ won't compile because of a missing header file:

"gtkintl.h", line 7.9: 1506-296 (S) #include file <libintl.h> not found.

I'm trying to build this using CSet++ (3.1.4) under AIX 4.2.1.0.

Do I need gcc or could this be an AIX issue?
