Set window size & position

How can I set the position of a top-level window? And how can I set the
size, so that:
- the window *always* has the same height
- the window by default has the width of the screen and is in the top-left
corner?

I would like to make a window like the kplayer (or multimedia player?): Even
when you zoom the window, it will always have the same height.
