For Debian, I had to go to epochs (a number and a colon before the
version number to make it unequivocably greater than any version
without the number) to do this:

1:0.99.2-2 is the current version of the libgtk1 package for Debian.

Isn't there a way to do this with RPMs?

If not, shouldn't there be?
