Handle box slowness

The gtk 1.0 handle box seems kind of slow on a Pentium 100.   When you drag
the handle box around, it always falls behind the mouse.   This is using 
the default windows manager shipped with Redhat Linux 5.0.   The handle box-
toolbar has window manager decorations around them.  I was playing with testgtk
whose handle box example has the described bahavior.
