Hi,
I dont know where the official site for it is, but here are some links

I actually have a manual for GIST card package which contains all the 
layouts. I will get it scanned them and put it online.

Based on the ISCII standard layout is same for all languages.
Robert Brady has put maps for pango based on it at 
www.zepler.org/~rwb197/indic/
