To support PC-To-Phone using that software you need hardware in which
you will plug your normal phone line. How could it work otherwise?

Here is what you can have :

PC (GM) <====> OpenH323 based GATEWAY with Hardware <==> Your telco
provider <====> Phone

OR

PC (GM) <====> PC-To-Phone provider <====> Phone
