1.) fast(quick)start has to be active

2.) Questions regarding Microtelco really should go to quicknet.  We can 
get your problem resolved a whole lot faster than the list can.  The GM 
developers don't have access to the microtelco systems.  Quicknet runs 
them so we have access to them
