Besides the desperately awaited commit of james' templates :) I have
another template-y question to ask- can we make the short description
of the change mandatory, or at least add a bold <b>PLEASE FILL THIS
IN</b> in the template? It makes the RecentChanges page much more
useful when those are filled in.
