Apologies s/passive/active/ and the point still holds:

One of the two hosts involved has to be able to set up high
numbered listening ports.  So you cannot use a firewall which blocks
listening ports on high numbered ports, which is apparently the "proper
solution", on both ends of an FTP connection.
