You have to select the panel size to get small icons, and do not put big
things on it (otherwise you will have small icons but big panel).

I recommend autohide (without animation for faster results) when people have
few space. I used it in 800 * 600 screens due space limits, but ended using
it everywhere (with a good desktop background and a matching panel bg it
looks nice: fake transparency).
