Did you install gnome-core-devel using RPM? I had the same
problem. I changed the file /usr/lib/appletsConf.sh to read 

APPLETS_LIBS="-lpanel_applet -lart_lgpl -lgnomeui -lgnome -lgnomesupport -lgnorba -lgnorbagtk

in the line that used to read

APPLETS_LIBS="-lpanel_applet @GNOMEGNORBA_LIBS@"

And now it works

Dont know if this is correct though. I tried to ask this list a couple
of days ago, but I have yet to get an answer, probably because I mentioned
the word rpm in the subject line :)
