autoconf generated files on CVS?

Hi,

many modules include a copy of aclocal.m4, acinclude.m4, etc.  Shouldn't

this be automatically generated, and not on the CVS?

For example, ORBit/popt has aclocal.m4;  gnome-libs has acinclude.m4.
