Ideally gconfd would be using the default database read-only, and 
so the only impact of not going through gconfd would be that settings
may not take effect until the root user logs out and back in.

Whether that's true in reality, I'm not sure, I don't remember if I
implemented it properly or not. (i.e. I don't remember if gconfd will
try to lock read-only databases for exclusive use)

Though there's nothing to keep people from specifying a read/write
database as the one to install defaults into, it would probably be
kind of a dumb thing to do.
