  Well you need to be able to renegociate:
    - because it doesn't work for the 'clients'
    - because it's taking longer than expected
    - because the environment changed too much between the
      moment the initial RFP was issued and the current state
    - or other crisis
The point of the RFP is not to make precise bound to the actual process
but to share expectations about that project. Of course things never
go exactly the way envisionned initially, but it's not a real problem
in most cases. Renegociating is normal, especially the schedule, people
are always too optimistic when drafting them initially.
