Using "GNOME" in that context would work also, but I would still lean
towards "Program".

One critical point, in general unannotated icons should have tooltips.
This would be especially critical for the "Program" menu.  I would think
this should be a G1 level issue.  Of course, there is probably going to be
a GNOME-wide option to turn off all tooltips, so people who hate them
won't have to see them, the default should have the system telling the
user that this is the "Program" menu that they are pointing to.

I strongly agree with whoever said that any gnomeprint icon used for such
a menu should have a small, black, down-pointing arrow or triangle in the
lower right hand corner.  There are a lot of people out there who will
assume it is not a menu without that decoration, but will realize it if it
is there.

One last point about the GNOMEprint.  The default GNOME font is
customizable.  One of the common customizations is to make the font
larger (for vision impared and hi res video modes).  How will the
gnomeprint be displayed in such cases? Will it be this tiny picture,
dwarfed by the big 'F' next to it; or will it be scaled, and look
unpredicable and possibly ugly?  

I still prefer the menu heading to be text, but a picture will work if it
is handled carefully.
