Minimization

Do not use minimization!  When GDP transfers to XML is will be very
hard, very difficult, and very streneous to change.  It's also good form
to write out the full tag so use </tag> instead of </>.

Another little thing that was discussed, but I forgot to write in my first
email.  I hope that was all.
