global proxy settings

Hi,

Can we decide on a set of gconf keys to describe internet proxy
settings, and a simple capplet to set them?  

Its too late to do anything much more extravagant, but it would be
really nice to be able to drop the 20+ custom app guis for setting your
HTTP/SOCKS proxy.
