Caveat: I'm not a RH user...

AFAIK the 'up2date' thingy you are talking about is not an applet. It's
an app, that lives in your Notification Area. [1]

That means, you should add the Notification Area to the panel (yes, the
Notification Area is an Applet) and run the 'up2date' app you are
looking for. This app is not in the Applet list, and should display the
icon you are used to, when running.

[1] Nitpicking you think? Maybe, but AFAIK there is a big difference.
Applets are limited to GNOME only. Apps which display an icon in the
Notification Area are not, and have the same functionality on a KDE
Desktop.
