Why?  Perhaps I'm missing something, but if multiple sources exist, why
not support all of them (much in the same way GARNOME supports multiple
FTP sites for source downloads).  Even if each weather reporting service
has a unique interface/format, you can create a common interface and
package each separately.  When one fails, move to the next.
