Creating an index.sgml file in this folder might solve the issue

/gnome/GConf/work/main.d/GConf-2.3.3/doc/gconf/html

another solution is chaging the

/gnome/category.mk file

changing this bit "--enable-gtk-doc" into "--disable-gtk-doc"

before starting the build process.

The latter solved it for me.
