gcc include path question/problem with garnome-0.20.0



I searched the garnome list archives, but didn't see anything like
this.  In building garnome-0.20.0, I get the following error:

   gconvert.c:46:2: #error GNU libiconv not in use but included iconv.h
   is from libiconv
   gconvert.c: In function `g_iconv':
   gconvert.c:169: warning: passing arg 2 of `libiconv' from
   incompatible pointer type

It seems the the problem is that gcc is picking up
/usr/local/include/iconv.h (installed by the sysadmin here) instead of
/usr/include/iconv.h (installed as part of RH 8 install, in package
glibc-devel).  

Is there an easy way to change the include path for gcc to not look at
/usr/local/include?  (I've asked the sysadmin a couple things about the
/usr/local/... path and even asked to get rid of it as it has caused
many problems, most of which I've found ways to work around--but he
seems very against any change to /usr/local/...)
