Revised Copyright Document

I have revised the copyright policy document based on comments from RMS
that assigning copyright for projects that already have multiple authors
makes little sense.  The copyright assignment section is now shorter and
essentially just says that you don't have to do it.

Please take a look at the revised version.  I would appreciate any
comments or suggestions, but I think that at this point the document is
sufficiently useful and complete that we could move toward "blessing"
it.

I am emailing Eben Moglen in the hopes he would be willing to lend his
considerable weight to the discussion.
