adding to gnome ftp site

Hi, maybe the foundation should take this up--in an
issue somewhat similar to project hosting, what are
the standard procedures for people to make their GNOME
software available through the GNOME ftp site. 
Currently old, established projects (like gedit) are
available from the gnome ftp site, but how can new
programs appear there?

(This should be an easier task then CVS---adding to
ftp should generate less load on the machines than
adding to CVS.  So the requirements should be more relaxed.)
