ToDo list vs Goals

Hi Guys

What is the difference between the ToDo list[1] and the Goals[2]

They both seems to cover the same kind of issues.

Should the ToDo list cover everything we need to get into F-Spot
while the Goals should have a release number associated with each goal,
which is taken from the ToDo list?

I think the ToDo list needs to be updated a bit anyway.
The beagle part is already done I think.
