Could this be related to the issue I reported some month ago, where I
noticed that if you start Evolution the very first time in English, for
instance, then later start in some other language, some English UI
strings have already been written to GConf and are presented from there?

that happens e.g. for the email labels, yes.
quoting fejj: "the labels get initialised in whatever the locale was the
first time they were initialised. since users can change the label
names, it is important that we don't change them when the locale
changes."
Write them to gconf as the string "${DEFAULT}" (or similar) and update them if the user customises them.

Just a suggestion, but I think it would solve that issue.
