RFCs 3490-3492, plus a bunch of internet drafts (including revisions to
all three of those I think)

It covers the domain part, but not the local part. There are two
conflicting proposals for the local part out right now:

(The former is by one of the editors of RFC 3490 and the latter by the
editor of RFC 2821)
