This is really similar to keeping state for other things like zoom level
and window size.  Take a look at this bug:
http://bugzilla.gnome.org/show_bug.cgi?id=168285 With a generic
meta-data store thing we can save lots of state about a document opened
in Evince.  Perhaps you can help with that to get this implemented.

Syncing this meta-data is probably going to be another problem in
itself, maybe you could look at how Epiphany is handling syncing of
bookmarks with remote servers:
