Just putting this on the list so it can answer the question for others
too. :)

There's no way to set the initial size of the Evince window manually.
We've been avoiding this on purpose, see the following bugs.

Current versions of Evince will remember the window size that you used
for a document and when you re-open the document it will retain the
initial size.  I believe this info is kept in $HOME/.gnome2/evince/
