Release Notes for GNOME 2.16

Hi all,

With the impending feature freeze, this is a reminder to all maintainers
to update the Release Notes page of the wiki [1].

This page is used by the doc team as a starting point to update the
various manuals (failing a better alternative).  This saves searching
through the Changelogs, trying to understand what each change means.
