Yeah, okay, I agree with this.

(I guess I see the GEP process as potentially letting loose the dogs of
bureaucracy and lawyerism with guidelines, etc. For instance, if we expected
contributors to launch their own GEP for "I would like to include gpants in
the Desktop release", that would suck pretty hard.)
