[Shotwell] RAW + JPEG priorities

Hi Kolin,
As a workaround until we fix #4139, you can do the following. If you
want to see the camera-generated JPEGs for a set of RAW photos, select
the photos you want and set their Developer to Shotwell in the Photos
menu. Then keep the photos selected and set their Developer to Camera.
Forcing this switch *after* import should force Shotwell to change
developments.
