[Shotwell] Changing photo title

How do I get Shotwell to actually change the title of the photo so that the
file name changes also? I can edit the title and it will show in shotwell
but reverts back to the original, non descriptive name, like "DSC1003.jpeg",
instead of "Happy Puppy". this is the case in either my file manager or if I
select the photo to send by mail. I would like the title to actually change.
