I do not know this is policy or not.
So this patch asks the header policy.
(It should be redundunt or not.)
My policy on headers is that whatever is that we should use whatever is
suggested in the man pages. I know often times this is unnecessary but
I believe this helps with portability. I'd rather leave the extra
headers in since it doesn't hurt anything and it may make porting easier.
