ExtUtils::Depends PR pending on GitLab (RT#45224)

Hi,

Ed J submitted a PR on GitLab for RT#45224 to undo changes to
ExtUtils::Depends that were previously made in order to work around
issues with EU::MM on Windows.

Comments?

If the patch looks good, I can cut a release of EU::D in the next day
or two.  I didn't see any glaring problems, but I'm not running
Windows right now, so I can't test.
