I'm a big fan of Cygwin myself. It makes windows tolerable.
But, when there's a native win32 solution, I tend to go that
route so it's more portable.
If you go the ActivePerl route, gtk2 is pretty darn easy to get
going:

The active SDK makes it rather trivial to give an .exe to someone
so they can use your app without even realizing it's perl.
