That's just the default gnome-power-manager policy which is applied
when the specific user hasn't overridden it.

$ gconftool-2 -R /apps/gnome-power-manager/buttons/
 lid_battery = suspend
 hibernate = hibernate
 suspend = suspend
 lid_ac = suspend
 power = interactive

You probably want to change the 'lid_ac' value. Either the default or
the gdm user's which is saved under /var/lib/gdm/.gconf

Check the gconftool-2 man page for details.
