We need something like this in the help text. Anything in a tip or
tooltip has to be short and concise, something like "see the help file
for suspend tips".


Hmm.  "See the help file for more tips"?  I wonder if that'll actually
make more people look at the help file...

How about putting this text, with a hyperlink in it, in the dialog?

    For <a href="the_tips_file.html">tips</a>, see the online help.

Or how about something even shorter?

    <a href="the_tips_file.html">Tips</a>

I don't know if it would be more effective but perhaps it would be.  I
personally am in favor of waiting until it's possible to
programmatically add the inhibit applet to the panel though.
