First, gnome-power-manager 2.14.x is quite old, but shouldn't make a
difference in this case.
What do you get when you do (as user, and as root):
dbus-send --system --print-reply --dest=org.freedesktop.Hal \
/org/freedesktop/Hal/devices/computer \
org.freedesktop.Hal.Device.SystemPowerManagement.Suspend \
int32:0
