I suspect some fircall/router in the path preventing you to call.

Can you test sip:500 at ekiga.net (it's an echo test) ?

Or try another provider to reach the same number like:
sip:*01318004877646 at ekiga.net (SIPBroker)
sip:*20118004877646 at ekiga.net (VoIP.Brujula.net)
