Nope, PCM-16 is 16bit/sample. Sampling frequency depends on usage of narrow or 
wideband codec and is either 16kHz or 8kHz. Only one channel (mono).

Netword bandwidth usage is somewhere between 64kBit/s (uLaw/ALaw aka. G.711) 
and 2.4kBit/s (LPC-10).
